Shaun Hipgrave is the Director Protect and Prepare, two elements of the Governments Counter Terror Strategy, CONTEST. The directorate is made up of three units, Protect and Prepare (P&P), Borders and Aviation Security (BASU) and finally Chemical, Biological, Radiation, Nuclear, Explosive and Science and Technology (CBRNE S&T).
